Colombian President Gustavo Petro declined to allow the flights to land, stating that Colombia would not accept the deportees until the United States established a protocol for their dignified treatment. In response, President Trump emphasized that these measures are "just the beginning" and that the United States will not allow the Colombian government to violate its legal obligations regarding the acceptance and return of deported criminals and illegal migrants.
