North Korean Foreign Minister Choe Son Hui has announced plans to strengthen the DPRK's nuclear weapons capabilities and improve readiness for a retaliatory nuclear strike. During a meeting with Russian Foreign Minister Sergey Lavrov in Moscow, Choe accused the United States and South Korea of forming a nuclear advisory group with conspiracies to carry out nuclear strikes against North Korea. Choe also stated that the US and South Korean alliance has taken on a nuclear dimension. The Russia-DPRK Treaty on Comprehensive Strategic Partnership is intended to play a stabilizing role in Northeast Asia and across the continent.
