French Court Raises Flamanville EPR Cost to 23.7 Billion Euros, Flags Risks and Delays in 79.9 Billion Euro EPR2 Program

The French Court of Auditors has revised the total cost of the Flamanville EPR nuclear reactor to 23.7 billion euros, marking a significant increase from previous estimates. This adjustment comes after the reactor was connected to the national grid in December, 12 years behind schedule. The Court has also expressed concerns about the future of France's nuclear program, particularly regarding the planned construction of six new EPR2 reactors, estimated to cost 79.9 billion euros. The auditors warn of persistent risks and uncertainties that could jeopardize the success of the EPR2 program, including unresolved financing and delayed detailed design studies. Additionally, the Court recommends that EDF delay investment decisions on the EPR2 program until financing is secured and design studies are advanced. The Court also advises EDF to limit its financial exposure in international nuclear projects to prevent delays in the domestic program.
