Ukraine is planning rolling blackouts following recent Russian attacks that have severely damaged its energy infrastructure. The conference, hosted by Germany, aims to gather support for Ukraine's recovery, with a focus on rebuilding the energy sector and securing investments. German Foreign Minister Annalena Baerbock emphasized that the European Union will support Ukraine's path to membership, while German Chancellor Olaf Scholz urged private companies to invest in Ukraine's recovery. Zelenskiy outlined plans to restore energy facilities before winter and aims to build 1 GW of energy capacity this year, with a target of 4 GW in the coming years. The conference also discussed leveraging proceeds from Russian assets to aid Ukraine's recovery. Zelenskiy noted that the Russian Federation had destroyed 9 GW of Ukraine's energy capacity, despite last winter's peak consumption being 18 GW.
