Governor Newsom Signs 32 Housing Bills to Address California's Housing and Homelessness Crises

Governor Gavin Newsom has signed a series of 32 housing bills aimed at addressing California's housing and homelessness crises. Among the newly signed laws are SB 937, which allows home builders to delay the payment of local development and impact fees until a certificate of occupancy is issued, and SB 312, which streamlines approval for environmentally sustainable student housing. SB 1123, which facilitates infill townhouse and small lot production, and SB 450, which strengthens the state duplex and lot-split law, were also signed. Additionally, SB 1211 provides flexibility for building accessory dwelling units (ADUs) on multifamily properties, and SB 1395, known as the Interim Housing Act, gives local governments new tools to scale interim housing and address homelessness. Newsom's legislative package also includes guidance on the application of $2.2 billion available for supportive housing. The signing ceremony took place in San Francisco's Mission District.
