President Joe Biden has commuted the death sentences of 37 out of 40 federal inmates on death row, converting their punishments to life imprisonment without the possibility of parole. The move comes weeks before President-elect Donald Trump, who plans to resume federal executions that Biden halted in 2021, takes office. Biden stated that he cannot "in good conscience stand back and let a new administration resume executions that I halted." Three inmates remain on death row: Dylann Roof, Robert Bowers, and Dzhokhar Tsarnaev, who were convicted of mass shootings or acts of terrorism.
