A military investigation released Friday concluded that the drownings of two U.S. Navy SEALs during a nighttime anti-terror boat raid off the coast of Somalia in January were preventable. The SEALs, including one from Massachusetts, drowned in plain sight because their personal gear was too heavy, causing them to sink almost immediately upon entering the water. The operation involved boarding a ship carrying illicit Iranian-made weapons to Yemen.
