The order directs federal agencies, including the Departments of Defense and Energy, to lease federal sites to private companies for the construction of large-scale AI data centers and new clean power facilities. This initiative is designed to enhance economic competitiveness, national security, AI safety, and the transition to clean energy. The executive order mandates that developers pay all costs associated with building and operating these facilities, ensuring no additional costs are imposed on American consumers. The order also emphasizes the use of clean energy to power these data centers, aligning with broader environmental goals. By around 2028, leading AI developers are expected to seek data centers with up to 5 gigawatts of capacity for training frontier models.
